It's an art installation outside Jussara Lee store in NYC's Meatpacking District. It's called "Increase Your Albedo!" The shirts are supposed to symbolize clouds. In this context, albedo is referring to the reflectivity of the earth's surface. The whole thing is intended to make you think about your own contribution to global warming or something like that.
